      The Nevaeh Youth Sports Safety Act mandates that youth sports organizations in California implement specific safety measures to protect athletes from sudden cardiac arrest. By January 1, 2027, all coaches must be certified in CPR and AED use, and a comprehensive emergency response plan must be in place. By January 1, 2028, all youth sports organizations must ensure that an automated external defibrillator (AED) is available during all official practices and matches.

      What is an AED?

      Automated External Defibrillators (AEDs) are life-saving devices designed to treat sudden cardiac arrest (SCA). They work by delivering an electric shock to restore a normal heart rhythm when the heart unexpectedly stops.

      Requirements

      Coach Certification

      • Must be certified to perform CPR and operate an AED. Certification can be obtained through accredited organizations offering in-person or online training, consistent with national evidence-based cardiovascular care guidelines.

      • Certification must be renewed at least every two years.

       

      Cardiac Emergency Response Plan

      • A written plan must be developed and reviewed annually with coaches and staff. The plan should detail:
      1. The location of any AEDs and procedures to follow during a sudden cardiac arrest.
      2. The responsibilities of the coach, administration, athletes, and bystanders during the event.
      3. How the coach, administration, athletes, and bystanders will be notified and trained on the emergency response plan.
      4. An annual electronic communication to the parents or guardians of enrolled participants that includes the cardiac emergency response plan or an internet link to the plan, the location or locations of any AEDs, and identifies the staff members designated to be notified in the event of a sudden cardiac event.


      AED Access

      • Starting January 1, 2028, youth sports organizations must ensure that athletes have access to an AED during any official practice or match.

       

      AED Maintenance

      • The AED must be maintained and tested according to the operation and maintenance guidelines established by the manufacturer and the applicable rules and regulations of the federal Food and Drug Administration or any other applicable state or federal authority.

      Timeline

      January 1, 2027

      Youth sports organizations must ensure that all coaches are certified in cardiopulmonary resuscitation (CPR) and automated external defibrillator (AED) operation. Additionally, a written cardiac emergency response plan must be in place.


      January 1, 2028

      Youth sports organizations must ensure that athletes have access to an AED during any official practice or match. The AED must be properly maintained and tested according to the manufacturer's guidelines and applicable regulations.
