The name of this League shall be CYSA District V Playing League.
The purpose of this District Playing League shall be to develop, promote and administer the game among youth, under 19 years of age, within CYSA District V. It shall be the interest of this District League to promote mental and physical fitness, develop self and community pride and to provide young people, under 19 years of age, an opportunity to learn and play soccer at various levels of skill and competitive spirit.
The representative colors of this District Playing League shall be Blue and White.
1:04 BOUNDARIES & TERRITORIES
The boundaries of this District Playing League shall be that area as defined by the California Youth Soccer Association as District V.
The District Playing League shall be an affiliate of the California Youth Soccer Association and will comply with their rules and procedures where applicable.
The governing authority of this District Playing League, whose powers shall be designated within its Constitution, By-Laws and Rules and Regulations, shall be vested with the District V Board except when these are superseded by those of CYSA, USYSA and USSF.
The District V Board has final authority in all matters relating to the administration of this District Playing League with the District Commissioner reserving the right of ratification in accordance with CYSA PIM 89-1.
The District Playing League Manager with approval of the District V Board may appoint such other committees or persons as deemed necessary for the effective administration of the District Playing League.
Membership in this District Playing League shall be the Leagues of residence in good standing within the territory of the California Youth Soccer Association, District V.
All member leagues and their member teams, players, coaches, parents and referees shall abide by the Rules and Guidelines of this District Playing League as set forth and all applicable rules and regulations of the associations with which this District Playing League is affiliated.
1:08 ANNUAL GENERAL MEETING
The District Playing League Manager of the District Playing League shall request the District Commissioner to call for an annual general meeting to review the rules under which District V Playing League operates. This meeting to be held prior to April 1st of each year in the presence of the District V Board. Proposed Rule changes must be submitted to the District Commissioner by December 1 of the preceding year.
Each member league shall be entitled to one (1) vote. Voting shall be restricted to those member leagues which have been registered during the current season. Voting by proxy shall not be allowed and only those members of record, in good standing, shall be entitled to voting privileges. No person shall cast more than one (1) vote.
An amendment shall be deemed adopted by an affirmative vote of two-thirds of the members attending and voting at the Annual General Meeting.
Any and all amendments to the Constitution, By-Laws and Rules and Regulations of this District Playing League, governing the District V Playing League and adopted at the Annual General Meeting, shall become effective at the beginning of the seasonal year immediately following the Annual General Meeting.
